WhatsApp Template: Optimized Cost per Message
Set a per-message bid cap for WhatsApp marketing templates in CPaaS, preview delivery estimates, and update bids on approved templates without re-approval.
Optimized Cost lets you set the highest price you are willing to pay per delivered WhatsApp marketing message. Meta runs a real-time auction for each delivery slot and charges you the actual clearing price, which is often lower than your bid.
Good to KnowOptimized Cost is available only for WhatsApp Business Accounts (WABAs) that have been granted access to Optimized Pricing. If your WABA does not have this access, your template creation flow is unchanged, and Standard cost per message is the only option available.
Optimized Cost Workflow
Meta weighs your bid against your campaign's engagement history and each recipient's predicted response to decide whether, when, and at what price a message delivers. You always pay the actual clearing price, not necessarily your full bid, and you are never charged for a message that does not deliver.

Marketing templates optimized Cost applies only to Marketing category templates. Utility and Authentication templates continue to use fixed-rate billing.
Set Optimized Cost
- Log in to the CPaaS dashboard and navigate to WhatsApp > Templates.
- Start creating a new template as usual, and open the Select delivery type step.
- Choose one of two options:
- Standard cost per message (selected by default): Use standard pricing for stable and predictable messaging costs based on Meta's default pricing model.
- Optimized cost per message: Optimize your per-message cost by allowing Meta to dynamically adjust pricing and delivery. Set a maximum cost while improving delivery performance.
- If you choose Optimized cost per message, a bid field appears labeled Max bid amount per delivered message (up to ₹10.00). Enter your bid in ₹.
- Continue building your template content and click SEND FOR APPROVAL as usual.
Important Points to Remember
- Bid limits id must be a positive number and cannot exceed ₹10.00.
- It cannot fall below Meta's published rate floor for the WABA's country.
- Netcore checks both limits on the server before accepting the bid.
Preview Estimated Reach and Spend
Enter a bid amount, an estimate appears directly on the template creation screen under Effective delivery amount sent to Meta. This updates automatically based on your entered bid and shows:
- Max delivery cost, per user, based on your bid.
- Total delivery amount, per 1,000 messages sent.
- A table of estimated deliveries, delivery amount, and estimated spend at different bid levels, with the row closest to your entered bid marked Nearest estimate
Changing the template content can shift these estimates, so it is worth checking this table again if you edit a template after setting a bid.
Submitted Workflow
Templates created with a bid are tagged as Dynamic Pricing templates. Meta reviews the template content only. Meta does not review your bid.
Netcore forwards the bid to Meta as part of the template submission, using Meta's bid cap delivery model. As soon as Meta approves the template, the bid takes effect the next time the template is used to send a message.
Edit Bid for Approved Template
ing templates show their current bid in the List Approved Templates view.
You can change the bid on an approved template without sending it back to Meta for re-approval.
- Open the List Approved Templates view and find the Dynamic Pricing template you want to update.
- Select the option to edit the bid. A dialog titled Modify maximum optimized message cost opens, showing your current bid.
- Enter the new bid amount. The maximum you can enter is ₹10.00, the same limit as at template creation.
- Select Save.
The updated bid appears in the template list immediately. This action only updates your bid with Meta. Your template content and category are not changed and are not sent for re-approval.

Q. What happens if I do not turn on Optimized Cost?
A. Nothing changes. Your template uses Standard cost per message, and your template creation flow works exactly as it does today.
Q. Is there a limit to how high I can bid?
A. Yes. The most you can bid is ₹10.00, both when you create a template and when you later edit the bid on an approved template.
Q. Does editing the bid on an approved template require Meta's re-approval?
A. No. Editing the bid only updates your bid with Meta. Your template content and category stay the same and are not resubmitted for review.
Q. Where can I see the current bid on an approved template?
A. Open the List Approved Templates view. Dynamic Pricing templates display their current bid there.
